Measures A and B introduce and codify new regulations upon local oil explorers and producers. 
Heavy regulations in the oil industry penalize energy production and hinder oil output. The number of nationwide refiners has been cut in half in the last decade, partly due to regulatory burdens. Lifting the regulatory burden would make production more profitable, drive prices down, and benefit energy consumers like you.
The oil industry is a business, and one of their goals is to be successful.  Businesses are self-governing in the sense that they have a strong incentive to work safely and efficiently so as to avoid litigation.
Government regulations of private businesses based on environmental concerns have expanded to the point of being overly-controlling and counterproductive.  We see excessive government regulation not only in the oil industry, but also in many other industries in our economy.  Counterproductive over-regulation is just one of the many reasons why America is not thriving as well as it should be.
The libertarian method of handling oil exploration is to reduce regulations, and to allow property-owners the freedom to use their property as they see fit, provided that they do not negatively infringe upon the air, bodies of water, land, or other resources that are outside of their property lines.
Should an oil explorer unfairly cause harm to others or to the property of others, then it should be up to those harmed to take the matter to court, and allow the courts to address the particulars in the complaint, and if appropriate, hold any wrongdoers legally and financially accountable for the harms caused.
Measures A and B are power grabs designed by the Board of Supervisors to give themselves unprecedented power to arbitrarily shut down local energy production.
Measures A and B could increase the prices of energy that you use, and also could result in the elimination of thousands of jobs and a decline in energy productio.n
Please vote "NO" on Measures A and B.
